Boat pier in Tuan Chau
In August 2014, Tuan Chau International Entertainment resort opened a ceremony to welcome world Guinness Record for the biggest artificial tourist port in Vietnam.
Tuan Chau – Halong bay tourist wharf is a joint venture between Tuan Chau group and Quang Ninh provincial people’s committee. The wharf is located in the southwest of Tuan Chau island, gate way to the World heritage Halong bay. The port is 1.700.000 m2 in total area, including anchoring waters and the port’s entrance. Water surface is 650.000 m2, anchoring length 6030m, minimum depth of 10m and a maximum of 14 meters, a capacity of over 2000 cruise ships. The port is built with convenient pier system, fully equipped stations, restaurants, service areas of international standards, the wharf location is convenient for sightseeing activities, tourists boats docking at Tuan Chau also shorten the travel route compared to Bai Chay wharf. Tuan Chau wharf has become a reliable address of big cruise agencies with nearly 100 cruise ships operating plus thousands of passengers departing for Halong bay each day.
The advantage of artificial wharf Tuan Chau – Halong Bay is located in a close area without wind, safe anchorages, 1500 meters from national waterway and very close to attractive sites in Halong Bay. The port has comprehensive infrastructure and facilities, is the ideal destination for cruise ships, carriers and domestic and foreign visitors.
The construction of an artificial port was cherished for a long time by international Tuan Chau Group. To gradually realize the idea, in 2007, Tuan Chau Group conducted phase 1 starting construction of Tuan Chau cruise ship port 1 and was granted license to operate by Quang Ninh Department of Transportation.
At the moment there are 3 wharfs for tourist boats in Halong city, one in Bai Chay area, one in Hon Gai and one in Tuan Chau island, some cruises travel Bai Tu Long bay usually start the trip from Hon Gai ward, other boats visiting Halong bay, Lan Ha bay or Cat Ba island dock at Bai Chay and Tuan Chau.
Tuan Chau Group has recently submitted to Quang Ninh People’s Committee the adjustment plan of Tuan Chau International Entertainment resort with the main idea to pour more than 20 million tonnes of soil and rock down to the bay to encroach further 400 hectares of water surface in the west of Tuan Chau island, serving for the construction of 3 villa groups figuring 3 flowers.

The Group also gave plans to protect the environment and prevent sedimentation of Halong Bay caused by the levelling works. Previously the group had 7 times requested to adjust planning of the Tuan Chau area and was approved by the local government in 2011.
Over the past years, Unesco has made recommendations for the management and conservation of the World Heritage Site of Halong bay, specifically at the meetings of the World Heritage Committee, Unesco has requested Vietnam to explain the isssues affecting the global outstading value of Halong bay, including the impact of tourism and the aqua culture within and around the bay area, impact of the construction projects that encroached the sea, environmental protection…
According to Dang Van Bai, vice chairman of the National Heritage Board, in an effort to make the committment to Unesco, in recent years Quang Ninh province has made great effort to protect the “treasure” it posesses. The board also found that the preservation and promotion of heritage value of Halong bay has made significant progress. Bai said that in February Vietnam will make the final report on the status of preservation of Halong bay. Thus the proposal of Tuan Chau group is obviously raising the risk of Unesco continuing to put more warnings to the preservation of this heritage
By now even the issues related to the management and exploitation of Ha Long Bay is still in the process of finding an appropriate model. For example, in 2014, the People’s Committee of Quang Ninh proposed guidelines for private sectors bidding for exploitation of World Heritage Halong Bay. But until now people still wonder with problems. In it the biggest concerns is whether allowing private enterprises to exploit Halong would damage it?
